Bangladesh has retained the second position in global garment trade with 7.4 percent market share although the country’s exports, according to the World Trade Organisation (WTO), was $9 billion less than the estimates of the Export Promotion Bureau (EPB).
The WTO in its flagship “World Trade Statistics 2023” released on July 31 said Bangladesh exported garment items worth $38 billion in 2023, but the nation’s public overseas trade promotion council, EPB, mentioned the amount to be $47.38 billion.
However, the EPB later corrected the figure while Bangladesh Bank (BB) said the export figure was inflated, as the customs department of the National Board of Revenue (NBR) counted the amount twice.
Globally, China remained the top garment exporter worldwide with the shipping of $165 billion worth of apparel items, holding 31.6 percent of the global market share, according to the WTO.
Vietnam is in the third position by exporting $31 billion worth of garment items in 2023 and grabbed 6 percent global market share.
Turkey with $19 billion exports stood fourth with 3.6 percent market share while India becomes the fifth largest garment exporter as per the data from the WTO by exporting $15 billion garments in 2023 with 3 percent market share.
Indonesia with 1.6 percent of the global garment market share exported goods worth $8 billion in 2023.
In 2023, world trade in goods and commercial services fell on average by 2 percent to $30.5 trillion, on a balance of payments basis, the WTO said.
Trade in goods declined by 5 percent whereas services trade took an opposite trajectory, increasing by 9 percent.
As a result, the share of goods in global trade decreased from 77.8 percent in 2022 to 75.3 percent in 2023 while the share of services reached 24.7 percent, up from 22.2 percent.
The global supply chain experienced volatility last year because of the severe fallouts of Covid-19, Russia-Ukraine war, higher inflationary pressure on the western consumers, labour unrest demanding the wage hike for the garment workers, Red Sea crisis and exorbitant rise in freight charge.
As a single country, Bangladesh retained the second top position in the world in the export of ready-made garments in 2023 as well. Vietnam ranks third in exporting ready-made garments worth $7 billion less than Bangladesh. And as always, China is at the top.
This figure has emerged in the ‘World Trade Statistical Review 2023’ report of World Trade Organization (WTO). The report was published on the organization’s website last Thursday night. With this, for the third time in a row, Bangladesh showed the achievement of retaining the second position in the export of ready-made garments in the world market.
According to WTO statistics, last year Bangladesh exported garments worth $38 billion. In the previous year, i.e. in 2022, Bangladesh’s garment export amount was $45 billion. In other words, garment exports decreased by $7 billion compared to the previous year. Due to the decline in exports, there has been a change in the share of apparel exports in the world market. Last year, Bangladesh’s share in the world market stood at 7.38 percent. In 2022, Bangladesh’s share in global garment exports was 7.90 percent.
On the other hand, last year, China exported the highest $165 billion worth of ready-made garments to the world market. The previous year their export was $182 billion. That is, last year the export of clothing from China decreased by $17 billion. The country’s share also fell to 31.64 percent due to the decrease in exports. Vietnam, Bangladesh’s main competitor in garment exports, exported garments worth $31 billion last year. The country’s share in the world market is 5.96 percent.
The fourth and fifth largest exporters of ready-made garments in the world are Türkiye and India respectively. In 2023, Turkey exported $19 billion and India $15 billion of ready-made garments. In addition, Indonesia and Cambodia exported $8 billion worth of garments last year. On the other hand, the amount of exports of clothing made by the United States and Hong Kong is $7 billion.
Despite the widespread movement for political transition in Bangladesh, there has been no devastating blow to the garment industry in Bangladesh except for some isolated incidents. It is a manifestation of the positive perception of the vast majority of people about the garment industry in Bangladesh.

Apart from some isolated incidents, the garments factories as a whole have been saved from the destructive activities of miscreants mainly by the combined efforts of the garment industry owners and workers.
The general students and people of Bangladesh are well aware that the garment industry is one of the driving forces of Bangladesh’s economy. So the students and common people along with garment workers did not let the political transition movement affect the garment industry.
Since there was a possibility of damage, Bangladesh Garments Manufacturers and Exporters Association (BGMEA) and other organizations requested the owners to close all the garment factories across the country, considering the safety of the workers and the garment industry.
However, despite the call for closure of factories, many garment factories continued their operations allowing workers to join work voluntarily. Students and workers collectively tried to keep the wheels of the economy moving without interruption.
Also, because the garments were kept open, miscreants could not carry out much destructive activities in the factories. This is unprecedented in Bangladesh.
According to a business leader, workers have reported to work as usual in all sections of the factories. Nearby factories were also functioning without any issues.
The industrial police have also tried to provide security in general. Imran Ahmed, additional superintendent of industrial police-2 in Gazipur said, “We have increased vigilance and patrolling in important areas to ensure the safety of factories and workers. As a result, the situation in the industrial area was normal.
The Chief Production Officer (COO) of a reputed factory said that many workers have joined work since morning. Production is ongoing in all sections. Nearby factories are also working. There was no problem.”
However, many garment workers joined the movement along with the students and general people.
Notably, 48 young entrepreneurs from the garment and textile industries expressed solidarity with the students’ anti-discrimination movement.
“We, as members of the next-generation apparel business community of Bangladesh, expressing solidarity with the demand made by the people of Bangladesh,” according to a statement signed by the representatives of the business leaders.
However, a total of 67 factories were reportedly vandalized by isolated miscreants during the agitation. Among them, there are 45 factories in Gazipur, 15 in Narayanganj, five in Savar-Ashulia and other factories. In many places, the workers defended their factories.
Besides, many entrepreneurs have refrained from opening factories due to the law and order situation has not improved significantly yet.
Political stability and law and order are the bedrock of economic growth for any nation; any erosion in these areas will have profound negative impacts on the economy. Brands and retailers carefully consider these factors when crafting their sourcing strategies. Bangladesh, which has enjoyed 14 years of political stability and demonstrated exceptional management during the COVID-19 pandemic, has earned the trust of global brands as a reliable sourcing destination. However, this trust is now in jeopardy due to the current political turmoil, and unless the situation is promptly addressed, the consequences will be devastating—particularly for the Ready-Made Garment (RMG) industry, which accounts for 80% of the country’s export income.
The short-term and long-term ramifications of the ongoing political crisis in Bangladesh are as follows:
Short-Term Ramifications
Retailers plan their orders based on seasonal customer demand—Spring, Summer, Autumn, and Winter—and there is a critical “selling window” for products designated for these periods. If goods fail to reach stores within this window, brands face substantial financial losses. As a result, they may compel suppliers to either (a) bear the cost of air freighting the goods to ensure timely delivery, (b) accept discounts, or (c) face order cancellations. Each of these outcomes imposes significant financial burdens on suppliers and, by extension, the country as a whole.
Long-Term Ramifications
In response to the ongoing crisis, brands may drastically reduce their order placements with Bangladeshi suppliers for the upcoming Spring/Summer 2025 season, potentially halting orders for six months or more until the situation stabilizes. If conditions do not improve, brands might permanently shift their sourcing to other countries, such as India, Vietnam, or Sri Lanka. This shift would be particularly damaging because once orders are lost, it is exceedingly difficult to regain them. Moreover, competing countries will seize this opportunity to capture and retain the business that Bangladesh loses.
Action Points to Remedy the Situation
Immediate formation of a stable interim government composed of qualified individuals to restore confidence among all stakeholders.
Immediate restoration of law and order.
Launch a public awareness campaign to educate citizens about the detrimental effects of vandalism and disorder on the nation’s economy.
Communicate to global brands the resilience of the Bangladeshi people and industry by highlighting past instances where the sector has successfully overcome significant challenges, such as the Tazreen fire and the Rana Plaza collapse.

শেখ হাসিনা প্রধানমন্ত্রীর দায়িত্ব থেকে পদত্যাগ করে দেশ ত্যাগের পরও দেশের বিভিন্ন স্থানে হামলা, ভাঙচুরের ঘটনা ঘটছে। এমতাবস্থায় পোশাক কারখানার নিরাপত্তা নিয়ে উদ্বেগ প্রকাশ করেছেন এফবিসিসিআইয়ের সাবেক সভাপতি ও শীর্ষ ব্যবসায়ী এ কে আজাদ।
আজ (বুধবার, ৭ আগস্ট) রাজধানীর বনানীতে এক অনুষ্ঠানে সাংবাদিকদের তিনি এ কথা জানান। এ কে আজাদ বলেন, ‘শেখ হাসিনার পতন হওয়ার পরও এখন কারখানায় কারা আগুন দিচ্ছেন তা স্পষ্ট। কোনো ছাত্র বা জনতা এসব নাশকতা করতে পারে না। কারখানা পুড়িয়ে দেশের অর্থনীতি ধ্বংসের মুখে পড়ছে।’ পরিস্থিতি সামাল দিতে যত দ্রুত সম্ভব সেনা প্রধানকে এগিয়ে আসার আহ্বান এ কে আজাদের।
তিনি আরও বলেন, ‘আগামী ১৫ তারিখের আগে কোনো পোশাক কারখানা বেতন দিতে পারবে না। এমনকি অনেক কারখানা কবে বেতন দিতে পারবে তাও জানে না। ’
আজ অনেক জায়গায় কারখানা খুললেও নিরাপত্তার কারনে তা চালানো যাচ্ছে না। বিশেষ করে আশুলিয়া ও সাভার এলাকায় নিরাপত্তা পরিস্থিতি ভয়াবহ বলে দাবি জানিয়েছেন ব্যবসায়ীরা।
It is truly disheartening to witness the recent turmoil surrounding the Bangladesh Garment Manufacturers and Exporters Association (BGMEA). What was once a symbol of unity and pride for our nation has been tarnished by internal conflicts and external pressures. This is not just a crisis for BGMEA; it is a national crisis, occurring at a time when our country is undergoing a significant transition.
BGMEA has long stood as a cornerstone of Bangladesh’s economic success, representing the strength and resilience of our garment industry. It has been a beacon of hope and progress, showcasing our capacity for growth and development on the global stage. However, recent events have exposed deep divisions among stakeholders, with demands to create a new board and escalating tensions threatening to destabilize the organization.
BGMEA’s past is rooted in a tradition of neutrality, where the organization focused solely on advancing the interests of the garment industry, free from political influence. When the first BATEXPO (Bangladesh Apparel and Textile Exposition) was launched, it set a precedent of inclusivity—its opening ceremony was inaugurated by the ruling party, while the closing ceremony was graced by the opposition. This balanced approach reflected BGMEA’s commitment to unity and impartiality, ensuring that the focus remained on the industry’s growth rather than political affiliations.
Unfortunately, over time, this esteemed organization has drifted into the realm of political maneuvering, becoming, in some ways, a political coffee shop where various factions vie for power. This shift has not only distracted from BGMEA’s primary mission but also weakened the solidarity that once defined the organization. The current chaos, with stakeholders demanding changes in leadership and structure, is a stark reminder of how far we have strayed from our roots.
The assault on BGMEA’s unity is more than an isolated incident; it is a threat to the stability of our entire nation. It undermines the student movement, disrupts our social fabric, and poses challenges to the leadership of our honorable Interim Government Chief, Nobel Laureate Dr. Muhammad Yunus. Dr. Yunus, a figure of immense respect and global recognition, is set to be sworn in this evening. His leadership is crucial as we navigate these turbulent times.
Now, more than ever, BGMEA needs to act as a united force. We must rally together to protect the integrity of this esteemed organization. It is imperative that we show our solidarity and support for the upcoming Interim Government, recognizing the critical role it will play in steering our nation toward stability and prosperity.
The Interim Government, under the leadership of Dr. Yunus, represents a new dawn for Bangladesh. His vision and commitment to social and economic reform are exactly what our country needs at this juncture. By supporting the Interim Government, we are not only endorsing a path of peace and progress but also safeguarding the future of our RMG sector.
A Proposal for Strengthening BGMEA’s Leadership
In light of recent events, it is essential for BGMEA to reinforce its leadership structure to ensure stability and trust within the organization. One effective approach would be to establish a Board of Advisors composed of neutral, reputable figures from the broader Bangladeshi business community. This board could include:
Retired, honest officials from the National Board of Revenue (NBR)
Former senior executives from Bangladesh Bank
Respected and retired leaders from various industries
These advisors would bring invaluable experience, integrity, and impartiality to BGMEA, helping to guide the organization through challenging times.
Furthermore, BGMEA should consider creating an Executive President position in the future. This role would focus on the day-to-day management and strategic direction of the organization, ensuring that BGMEA remains responsive to the needs of its members while maintaining its
Let us not be swayed by those who seek to sow discord and chaos. Instead, let us stand firm in our commitment to unity and progress. We call upon all stakeholders within the RMG sector, and indeed across the nation, to come together in this critical time.
The recent events have shown us the fragility of our achievements and the importance of unity. BGMEA must reclaim its position as a symbol of our collective strength and resilience. By supporting the Interim Government, we can ensure a stable and prosperous future for Bangladesh. Together, we can overcome this crisis and continue to build a nation that stands tall on the global stage.
It’s both shocking and disheartening to witness the chaos and negative behavior from such a dynamic generation. Spreading misinformation to the new government and buyers is not only damaging but also disregards the immense responsibility we all carry. With the livelihoods of 50 million people depending on the stability of our industry, it is crucial that we act with wisdom and care.
May Allah SWT bless everyone involved and guide them to understand the gravity of their actions soon. We must remember the impact of our decisions on the entire nation and strive to protect our industry and its people.
তৈরি পোশাকশিল্পের মালিকদের সংগঠন বিজিএমইএর বর্তমান পরিচালনা পর্ষদের ওপর অনাস্থা জানিয়ে স্মারকলিপি দিয়েছে সাধারণ সদস্যদের একটি অংশ। তারা স্মারকলিপি দিয়ে কমিটি ভেঙে দিতে বর্তমান পর্ষদকে চাপ দেয়। বিষয়টি নিয়ে উভয় পক্ষের মধ্যে দীর্ঘ আলোচনায় বেশ হট্টগোল হয়েছে।
রাজধানীর উত্তরায় বিজিএমইএর কার্যালয়ে আজ বুধবার বিকেলে এ ঘটনা ঘটে। সাধারণ সদস্যদের ব্যানারে সংগঠনটির নির্বাচনকেন্দ্রিক জোট ফোরামের নেতা–কর্মীরাই মূলত স্মারকলিপি দেন। পুরো প্রক্রিয়ার নেতৃত্ব দেন গত মার্চে অনুষ্ঠিত বিজিএমইএর নির্বাচনে ফোরামের দলনেতা ফয়সাল সামাদ ও ওয়েগা নিটেক্সের চেয়ারম্যান মেসবাহ উদ্দিন আলী।
জানা যায়, আজ বেলা দুইটার দিকে সাধারণ সদস্যদের ব্যানারে ফোরামের শতাধিক নেতা–কর্মী স্মারকলিপি দিতে বিজিএমইএ কার্যালয়ে যান। প্রধান ফটকে বেশ কিছুক্ষণ অপেক্ষা করার পর তাঁদের প্রবেশ করতে দেওয়া হয়। তখন তাঁরা ‘সভাপতি কই’, ‘এমন বিজিএমইএ চাই না’ ইত্যাদি স্লোগান দেন। তবে ভারপ্রাপ্ত সভাপতি খন্দকার রফিকুল ইসলাম তাঁদের স্বাগত জানান।
কার্যালয়ে প্রবেশ করার পর সভাকক্ষে সাধারণ সদস্যদের সঙ্গে আলোচনায় বসেন বর্তমান পর্ষদের কিছু সদস্য। শুরুতেই ভারপ্রাপ্ত সভাপতি খন্দকার রফিকুল ইসলাম, সহসভাপতি আবদুল্লাহ হিল রাকিবসহ পর্ষদের অন্যদের হাতে স্মারকলিপি তুলে দেন ফয়সাল সামাদ ও মেসবাহ উদ্দিন।
স্মারকলিপিতে বিজিএমইএর সাধারণ সদস্যরা দাবি করেন, বিজিএমইএর সভাপতি এস এম মান্নান ঢাকা মহানগর উত্তর আওয়ামী লীগের সাধারণ সম্পাদক। তাঁর সন্ত্রাসী বাহিনী কোটা সংস্কার আন্দোলনে উত্তরা ও মিরপুরে দমন–পীড়নে অংশ নেয়। এস এম মান্নান মার্চে প্রহসনমূলক নির্বাচনের মাধ্যমে ক্ষমতা দখল করেন। সেই নির্বাচনে ভোট চুরির ঘটনা ঘটে। চলমান ছাত্র আন্দোলনে কয়েক শ ছাত্র–জনতা নিহত হওয়ার পরও বর্তমান পর্ষদ কিংবা সভাপতি কোনো শোক বার্তা দেননি। এমনকি গত কয়েক সপ্তাহে বিজিএমইএর মূল দায়িত্ব ব্যবসা পরিচালনায় কার্যকর নির্দেশনা দিতে ব্যর্থতার পরিচয় দিয়েছে। ঐতিহাসিক ছাত্র আন্দোলন ও গণজোয়ারে বর্তমান সভাপতি ও পর্ষদের সদস্যরা বিপরীতমুখী ভূমিকা পালন করায় তাঁরা দায়িত্ব পালনে নৈতিক অধিকার হারিয়ে ফেলেছেন।
ভারপ্রাপ্ত সভাপতি ও সহসভাপতির সঙ্গে আলোচনায় সাধারণ সদস্যরা বিজিএমইএর সংস্কার দাবি করেন। তাঁরা বলেন, বিজিএমইএকে দুর্নীতির আখড়া বানানো হয়েছে। সাধারণ সদস্যদের মূল্যায়ন করা হয়নি। ৪৮ ঘণ্টার মধ্যে বর্তমান পর্ষদ ভেঙে অন্তর্বর্তীকালীন পর্ষদ গঠন করে ৯০ দিনের মধ্যে নির্বাচন করতে তফসিল ঘোষণার দাবি করেন। একপর্যায়ে সাধারণ সদস্যদের কয়েকজন সভাকক্ষে থাকা বিজিএমইএর সাবেক তিন সভাপতি সালাম মুর্শেদী, আতিকুল ইসলাম ও সিদ্দিকুর রহমানের ছবি নামিয়ে ফেলেন।
সভায় ফয়সাল সামাদ বলেন, বর্তমান পর্ষদকে পদত্যাগ করতে হবে। নির্বাচনের মাধ্যমে নতুন পর্ষদ গঠন করতে হবে।
ভারপ্রাপ্ত সভাপতি খন্দকার রফিকুল ইসলাম বলেন, ‘আপনাদের দাবির প্রতি আমরা শ্রদ্ধাশীল। আমরা বিষয়টি নিয়ে বসব। সব সমস্যা আলোচনার মাধ্যমে সমাধান করা সম্ভব।’
রফিকুল ইসলামের বক্তব্য শেষ না হতেই ফোরামের নেতা–কর্মীরা তাৎক্ষণিকভাবে উভয় পক্ষের ৫ জন করে ১০ জনকে নিয়ে বৈঠকের জন্য চাপ দেন। তাঁদের চাপের মুখে আলোচনা শুরু হয়। তবে বেশ কিছুক্ষণ পর আবার হট্টগোল শুরু হওয়ায় সেই আলোচনা ভেস্তে যায়।
জানতে চাইলে বিজিএমইএর সহসভাপতি আবদুল্লাহ হিল রাকিব প্রথম আলোকে বলেন, ‘ফোরামের নেতা–কর্মীরা যেভাবে হট্টগোল করেছেন, হুমকি দিয়েছেন, তা অত্যন্ত লজ্জাজনক। আমরা নিজেরা বর্তমান পর্ষদের সংস্কার নিয়ে দুই দিন ধরে আলোচনা করছি। সেটি আমরা ফোরামের নেতাদের জানিয়েছি। তারপরও তাঁরা ইচ্ছাকৃতভাবে অনাকাঙ্ক্ষিত ঘটনা ঘটিয়েছেন। তাঁদের স্মারকলিপি নিয়ে আমরা পর্ষদে আলোচনা করে সিদ্ধান্ত নেব।’
বৈষম্যবিরোধী ছাত্র আন্দোলনের অসহযোগ আন্দোলন ও রাজনৈতিক পট পরিবর্তনের পরিস্থিতিতে গত তিন দিনে অন্তত ৬৭টি শিল্পকারখানায় ভাঙচুর ও অগ্নিসংযোগের ঘটনা ঘটেছে। এর মধ্যে গত রোববার সবচেয়ে বেশি ঘটনা ঘটেছে। গতকাল মঙ্গলবার গাজীপুরের কোনাবাড়ীতে একটি ঝুটের গুদামে অগ্নিসংযোগ করেছেন হামলাকারীরা।
ব্যবসায়ী নেতা, শিল্প পুলিশ ও ফায়ার সার্ভিসের কর্মকর্তাদের সঙ্গে কথা বলে জানা যায়, এখন পর্যন্ত গাজীপুরে ৪৫টি, নারায়ণগঞ্জে ১৫টি এবং সাভার-আশুলিয়ায় ৫টি কারখানায় ভাঙচুর ও অগ্নিসংযোগের ঘটনা ঘটেছে। এর বাইরে ময়মনসিংহের ভালুকায় কোকাকোলা ও এনভয় টেক্সটাইলের কারখানায় হামলা ও ভাঙচুর হয়েছে।
প্রথম আলোর গাজীপুর প্রতিনিধি জানান, গতকাল দুপুর ১২টায় গাজীপুরের কোনাবাড়ী এলাকায় আওয়ামী লীগের কর্মী শেখ সেলিমের ঝুটের গুদামে আগুন ধরিয়ে দেন হামলাকারীরা। এর আগে গত রোববার মাওনা এলাকায় মাওনা এলাকার জুবায়ের স্পিনিং, আউটপিস স্পিনিং, ডিবিএল সিরামিকসহ ১০-১২টি কারখানায় হামলা, ভাঙচুর ও অগ্নিসংযোগ করা হয়েছে।
নোমান গ্রুপ ক্লাস্টার-৪ এর ব্যবস্থাপনা পরিচালক (এমডি) আবদুল্লাহ তালহা প্রথম আলোকে জানান, তাঁদের জুবায়ের স্পিনিং মিলে ইটপাটকেল ছুড়েছেন হামলাকারীরা। তবে গ্রুপের অন্য কোনো কারখানায় কোনো ভাঙচুরের ঘটনা ঘটেনি।
জানতে চাইলে গাজীপুর শিল্প পুলিশের অতিরিক্ত পুলিশ সুপার ইমরান হোসেন গতকাল বলেন, গাজীপুর জেলায় সব মিলিয়ে ৪৫টি শিল্পকারখানায় হামলা, ভাঙচুর ও অগ্নিসংযোগ করা হয়েছে।
প্রথম আলোর সাভার প্রতিনিধি গত রোববার অসহযোগ আন্দোলনের প্রথম দিনে জানান, আশুলিয়ায় আন্দোলনকারীরা বিভিন্ন কারখানায় ইটপাটকেল ছুড়লে সেগুলোয় ছুটি ঘোষণা করে কর্তৃপক্ষ। দুপুরে জিরানী এলাকার কবিরপুরে বেক্সিমকো পিপিই ইন্ডাস্ট্রিয়াল পার্ক, সিনহা নিট অ্যান্ড ডেনিম, হা-মীম গ্রুপের কারখানার ঝুটের গোডাউন ও শারমিন গ্রুপের কারখানায় অগ্নিসংযোগের ঘটনা ঘটেছে। আর সোমবার সাভারের কাজী প্রিন্টিং অ্যান্ড অ্যাকসেসরিজ কারখানায় ভাঙচুর ও লুটপাট করেন হামলাকারীরা। এর মধ্যে বেক্সিমকো পিপিই ইন্ডাস্ট্রিয়াল পার্ক হচ্ছে সদ্য বিদায়ী প্রধানমন্ত্রী শেখ হাসিনার বেসরকারি শিল্প ও বিনিয়োগ উপদেষ্টা সালমান এফ রহমানের মালিকানাধীন।
জিরাবো মডার্ন ফায়ার সার্ভিস ও সিভিল ডিফেন্স স্টেশনের (ঢাকা অঞ্চল-৪) উপসহকারী পরিচালক মো. আলাউদ্দিন জানান, অগ্নিসংযোগের খবর পেলেও আন্দোলনকারীদের বাধার কারণে তাঁরা ঘটনাস্থলে পৌঁছাতে পারেননি।
ময়মনসিংহের ভালুকার কোকাকোলা, এনভয় টেক্সটাইলসহ কয়েকটি কারখানায় গত রোববার হামলা হয়। এর মধ্যে এনভয় টেক্সটাইলের পরিচালক পদে আওয়ামী লীগ দলীয় সদ্য সাবেক সংসদ সদস্য সালাম মুর্শেদি আছেন। তবে সেখানকার কতটি কারখানায় হামলা হয়েছে, সেটি নিশ্চিত হওয়া যায়নি।
এনভয় টেক্সটাইলের ব্যবস্থাপনা পরিচালক তানভীর আহমেদ প্রথম আলোকে বলেন, ৪০০-৫০০ লোক হামলা চালাতে আসেন। তাঁরা প্রধান ফটক ও সিসিটিভি ক্যামেরা ভাঙচুর করেন। তা ছাড়া কারখানার পাশের একটি পুলিশ বক্স ভাঙচুর করেন।
প্রথম আলোর নারায়ণগঞ্জ প্রতিনিধি জানান, জেলার শিবু মার্কেট এলাকায় গত রোববার সকালে প্রথমে আন্দোলনকারীরা ইউরোটেক্স কারখানায় হামলা চালিয়ে শ্রমিকদের বের করে আনেন। পরে আশপাশের কয়েকটি কারখানায় ভাঙচুরের ঘটনা ঘটে। একপর্যায়ে সেখানকার সব কারখানা ছুটি ঘোষণা করা হয়। বেলা ১১টার দিকে ফতুল্লার পঞ্চবটী বিসিক শিল্পনগরের সব পোশাক কারখানা ছুটি ঘোষণা করে সেখানকার মালিক সমিতি। আধা ঘণ্টা পর বিসিকের বেশ কয়েকটি কারখানা ভাঙচুর করেন হামলাকারীরা।
জানা গেছে, বিসিক শিল্পনগরের এমবি নিট ফ্যাশন, অবন্তী কালার টেক্স, মহসিন নিট, নিট গার্ডেন, ইউরো নিট সোর্সিং, আর আর ফ্যাশন, শান্তা নিট, প্রাউড টেক্সটাইল, শাওন নিটিং, সৈয়দ নিটিং, ফতুল্লার কায়েমপুর এলাকার ফকির নিটওয়্যার, শিবু মার্কেট এলাকার ওসমান নিটেক্স, আইএফএস টেক্সওয়্যার, ইউরো টেক্সসহ কয়েকটি শিল্পকারখানায় হামলা চালানো হয়। কারখানার মেইন গেট, গ্লাসসহ অন্যান্য স্থাপনা ভাঙচুর করেন হামলাকারীরা।
বাংলাদেশ নিটিং ওনার্স অ্যাসোসিয়েশনের সহসভাপতি রকিবুল হাসান প্রথম আলোকে বলেন, শিক্ষার্থীদের ছদ্মবেশে বহিরাগতরা হামলা চালিয়েছেন।
নিট পোশাকশিল্পের মালিকদের সংগঠন বিকেএমইএর নির্বাহী সভাপতি মোহাম্মদ হাতেম বলেন, ‘নারায়ণগঞ্জে ১৫টি কারখানায় হামলা-ভাঙচুর হয়েছে। আমরা বিসিকের কারখানাগুলো বন্ধ করার পর হামলা চালিয়েছে একটি স্বার্থান্বেষী মহল।’
পরিবর্তিত রাজনৈতিক প্রেক্ষাপট ধীরে ধীরে স্বাভাবিক অবস্থা ফিরে আসায় ব্যবসায় নতুন গতি আসবে বলে আশা করছেন পোশাক রপ্তানিকারকরা।
সাম্প্রতিক সহিংসতা ও বারবার কারখানা বন্ধ হয়ে যাওয়ায় ব্যবসার পরিবেশ স্থবির হয়ে পড়ে। তারা রপ্তানির জন্য পণ্য তৈরি করতে পারছিলেন না।
রপ্তানিকারকরা আরও জানান—গত জুলাই, আগস্ট ও সেপ্টেম্বরে বড়দিন উপলক্ষে পোশাক রপ্তানি এবং আগামী বসন্ত ও গ্রীষ্মে নতুন পণ্যের কার্যাদেশ পাওয়ার মৌসুম হলেও সহিংসতার মধ্যে চট্টগ্রাম বন্দর দিয়ে বিদেশি ক্রেতাদের কাছে পণ্য পাঠানোয় সমস্যায় পড়েছেন তারা।
দেশজুড়ে সাম্প্রতিক ইন্টারনেট বন্ধ ও বহু মানুষের প্রাণহানির কারণে রপ্তানিকারকরা দেশে-বিদেশে তাদের ব্যবসায়িক অংশীদারদের সঙ্গে যোগাযোগ করতে পারেননি।
রাজনৈতিক সংকটের কারণে গত এক মাসেরও বেশি সময় ধরে আন্দোলন ও পণ্য পরিবহনে অসুবিধার কারণে পোশাক প্রস্তুতকারকরা এখন তাদের কারখানা আবার নতুন উদ্যমে চালুর পরিকল্পনা করছেন।
প্রধানমন্ত্রী পদত্যাগ করায় পরবর্তী করণীয় নিয়ে আলোচনা করতে গতকাল সন্ধ্যা সাড়ে ৭টায় বৈঠক ডাকে বাংলাদেশ পোশাক প্রস্তুতকারক ও রপ্তানিকারক সমিতি (বিজিএমইএ)।
বর্তমান পরিস্থিতি বিবেচনায় পোশাক কারখানা ও বস্ত্রকল আপাতত বন্ধ রাখার সিদ্ধান্ত নেন তারা। আজ মঙ্গলবার কারখানা খোলার বিষয়ে সিদ্ধান্ত নিতে পারেন মালিকরা।
প্রায় দুই সপ্তাহ আগে সহিংসতা ও কারফিউর মধ্যে তারা চার দিন কারখানা বন্ধ রাখেন। প্রথম দফা বন্ধের সময় ও দেশজুড়ে ইন্টারনেট বন্ধের কারণে তারা বিদেশি ক্রেতাদের সঙ্গেও যোগাযোগ করতে পারেননি।
ছাত্র আন্দোলন ও রাজনৈতিক অচলাবস্থার কারণে বিজিএমইএ ইতোমধ্যে ছয় হাজার ৪০০ কোটি টাকা লোকসানের কথা বলেছে। কারখানার মালিকরা ক্ষতি পাঁচ কোটি ৮৮ লাখ ডলারের বেশি বলে জানিয়েছেন।
শ্রমিক অসন্তোষ ও ভাঙচুরের আশঙ্কায় দেশে পোশাক ও বস্ত্র শিল্প কারখানা বন্ধ রেখেছেন মালিকরা।
প্রথম দফা সহিংসতা ও কারফিউ চলার সময়ে বিদেশি ক্রেতারা পণ্যের কার্যাদেশ দিতে ও চট্টগ্রাম বন্দর থেকে জাহাজীকরণে জটিলতায় উদ্বেগ প্রকাশ করেছেন।
বিজিএমইএর সহ-সভাপতি আরশাদ জামাল দিপু দ্য ডেইলি স্টারকে বলেন, ‘আমরা কারখানা খোলার বিষয়ে আলোচনা করেছি। রাজনৈতিক পটপরিবর্তনের কথা বিবেচনা করে কারখানা চালু করতে সময় লাগতে পারে।’
‘আমরা খুব শিগগিরই কারখানায় উৎপাদন শুরু করতে চাই। তবে কারখানা সুষ্ঠুভাবে পরিচালনার জন্য প্রশাসনের সহযোগিতা দরকার। তাদের নির্দেশনা আমাদের জন্য গুরুত্বপূর্ণ।’
বন্ড লাইসেন্স নবায়নের সময় হওয়ায় ব্যবসা ও আন্তর্জাতিক বাণিজ্য করা কঠিন হয়ে পড়লেও অনেকে, বিশেষ করে চট্টগ্রামের রপ্তানিকারকরা অভিযোগ করছেন, শুল্ক বিভাগ বন্ড লাইসেন্স নবায়ন করছে না।
সাম্প্রতিক সহিংসতা-কারফিউয়ের কারণে অনেকে পণ্যের দামে ছাড় দিতে ও বিদেশি ক্রেতাদের কার্যাদেশ বাতিল করতে বাধ্য হয়েছেন।
ব্যাংকগুলো ঋণের সুদ উচ্চহারে নিচ্ছে উল্লেখ করে তিনি আরও বলেন, ‘এগুলো ব্যবসাকে প্রভাবিত করছে। সমস্যা সমাধানে শিগগির ব্যবসায়ী সম্প্রদায় ও প্রশাসনের সঙ্গে বিস্তারিত আলোচনা দরকার।’
‘আমাদের এখন গুরুত্বে সঙ্গে কাজ করতে হবে,’ বলেও মন্তব্য করেন তিনি।
নাম প্রকাশ না করার শর্তে এক পোশাক রপ্তানিকারক ডেইলি স্টারকে বলেন, ‘আশা করছি, এখন সবকিছু বদলে যাবে। ব্যবসা-বাণিজ্য শিগগির স্বাভাবিক হবে।’
স্বাভাবিক অবস্থা ফিরতে শুরু করায় বিদেশি ক্রেতাদের কার্যাদেশও শিগগিরই ফিরে পাওয়া যাবে বলে আশা করছেন তিনি।
নাম প্রকাশ না করার শর্তে বিজিএমইএর এক পরিচালক ডেইলি স্টারকে বলেন, ‘যত দ্রুত সম্ভব কারখানা আবার চালুর প্রস্তুতি নিচ্ছি।’
তিন দিন বন্ধ থাকার পর রপ্তানিমুখী তৈরি পোশাক কারখানা ও বস্ত্রকল খুলছে কাল বুধবার। এদিকে শিল্পকারখানার পর্যাপ্ত নিরাপত্তাব্যবস্থা নিশ্চিত করতে রাষ্ট্রপতি মো. সাহাবুদ্দিনের দারস্থ হয়েছেন ব্যবসায়ীদের শীর্ষ সংগঠন এফবিসিসিআইয়ের সাবেক সভাপতি ও সাবেক সংসদ সদস্য এ কে আজাদ।
দেশের বর্তমান পরিস্থিতিতে তৈরি পোশাক কারখানা খুলে দেওয়ার বিষয়ে সিদ্ধান্ত নিতে রাজধানীর গুলশানের একটি হোটেলে আজ মঙ্গলবার বিকেলে বিজিএমইএর নেতারা বৈঠক করেন। সংগঠনের ভারপ্রাপ্ত সভাপতি খন্দকার রফিকুল ইসলামের সভাপতিত্বে অনুষ্ঠিত বৈঠকে সংগঠনের সহসভাপতি আবদুল্লাহ হিল রাকিব, মো. নাছির উদ্দিন, পরিচালক শোভন ইসলাম প্রমুখ উপস্থিত ছিলেন। এতে এফবিসিসিআইয়ের সাবেক সভাপতি এ কে আজাদ ও বস্ত্রকল মালিকদের সংগঠন বিটিএমএর সাবেক সভাপতি তপন চৌধুরী অংশ নেন।
বৈঠক শেষে গতকাল সন্ধ্যা সাড়ে সাতটায় বিজিএমইএ এক বিজ্ঞপ্তিতে জানায়, বুধবার থেকে তৈরি পোশাক কারখানা চালু হবে।
জানতে চাইলে বিজিএমইএর পরিচালক মহিউদ্দিন রুবেল প্রথম আলোকে বলেন, বৈঠকে কারখানা খোলার পাশাপাশি ব্যবসার বিভিন্ন বিষয়ে কথা হয়েছে। অধিকাংশ নেতাই অর্থনীতি সচল রাখতে কারখানা খুলে দেওয়ার পক্ষে মত দেন। কারণ কারখানা খুলে দেওয়ার সঙ্গে ব্যবসা ধরে রাখার পাশাপাশি সময়মতো শ্রমিকদের বেতন–ভাতা পরিশোধের বিষয়ও জড়িত। ফলে কারখানা চালু ছাড়া অন্য কোনো উপায় নেই। বর্তমানে নিরাপত্তা নিয়ে একধরনের শঙ্কা রয়েছে। তবে নিজেদের শ্রমিকদের দিয়েই নিরাপত্তা নিশ্চিতের কাজটি করা হবে।
এই বৈঠক শেষে শিল্পকারখানার পর্যাপ্ত নিরাপত্তাব্যবস্থা নিশ্চিত করতে রাষ্ট্রপতির সঙ্গে দেখা করতে বঙ্গভবনে যান এ কে আজাদ। যাওয়ার আগে তিনি সাংবাদিকদের বলেন, আগামীকাল বুধবার থেকে কারখানা খুলে দেওয়া হবে। তার আগে কারখানার নিরাপত্তা নিশ্চিত করতে হবে।
এ কে আজাদ আরও বলেন, বিভিন্ন জায়গায় ভাঙচুর হচ্ছে, অগ্নিসংযোগ হচ্ছে। পুলিশ কাজ করতে পারছে না। নিরাপত্তা না দিলে কারখানা চালু করা সম্ভব হবে না। পুলিশ কারখানার নিরাপত্তা দিতে পারছে না। দেশের অর্থনীতিকে সচল রাখতে হলে ব্যবসায়ীদের নিরাপত্তা দিতে হবে।
এদিকের বিজিএমইএর আগেই গতকাল বিকেলে নিট পোশাকশিল্প মালিকদের সংগঠন বিকেএমইএ বুধবার থেকে কারখানা খোলার সিদ্ধান্ত জানিয়ে দেয়। সংগঠনটি একই বিজ্ঞপ্তিতে মালিকদের উদ্দেশে জানায়, বর্তমান পরিস্থিতি বিবেচনায় আপনার শ্রমিকদের সঙ্গে নিয়ে কারখানার সার্বিক নিরাপত্তা নিশ্চিত করার অনুরোধ করছি।
বিষয়টি নিশ্চিত করে বিকেএমইএর নির্বাহী সভাপতি মোহাম্মদ হাতেম প্রথম আলোকে বলেন, ‘পুলিশের সহায়তা আদৌ পাব কি না, সেটি নিয়ে আমাদের সন্দেহ আছে। সে জন্য আমরা জেলা প্রশাসকের সঙ্গে যোগাযোগ করেছি। তিনি আমাদের সহায়তা দেওয়ার আশ্বাস দিয়েছেন।’
বৈষম্যবিরোধী ছাত্র আন্দোলনের ডাকে সর্বাত্মক অসহযোগ আন্দোলনের প্রথম দিনে রোববার সকালে নারায়ণগঞ্জ, গাজীপুর ও সাভার–আশুলিয়ার অধিকাংশ রপ্তানিমুখী তৈরি পোশাক কারখানায় উৎপাদন শুরু হলেও কয়েক ঘণ্টার মধ্যে বন্ধ হয়ে যায়। তারপর সোমবার ও মঙ্গলবার দুই দিনও বন্ধ ছিল।
