BGMEA joins global alliance urging digital labelling
The BGMEA joined a global alliance urging governments around the world to modernise the domestic fashion labelling requirements and support the use of more sustainable digital labels.
The President of BGMEA Faruque Hassan signed a letter on 4 April, said a press release.
The letter calls upon the governments to amend national regulations to allow the adoption of fully digital labelling. By signing this letter BGMEA has aligned itself with its sustainability vision of 2030 which promotes sustainability, circularity and transparency in the global fashion supply chain.
According to the media release, the rationale of digital labelling is multi-pronged. Firstly, digital labelling would significantly cut labelling waste and help in decarbonization efforts. It is estimated that around 343,000 MT of carbon dioxide is emitted from labelling waste, which can be eliminated from the industry supply chain. It may be noted that every year about 9.17 million kilometres of label tape is produced for the global fashion industry’s requirement which is enough to stretch between the earth and the moon twelve times each year.
While a fully digital labelling solution would cut manufacturing cost and thus make fashion more competitive and affordable, this would also reduce lead time and enable consumers to access more detailed information about the products they purchase, which will ensure transparency and traceability of products.
Keeping the information with the product would increase its longevity in the circular economy resulting in the chance for resale, upcycling, or recycling.
Moreover, digital labelling will also play an effective role in controlling the manufacturing of counterfeit products since every input of the finished goods is expected to come under the digital labelling where all parties in the supply chain will be identifiable. It will thus enable the industry to better protect intellectual property rights (IPR). BGMEA believes such an initiative will ensure better governance in the global fashion supply chain.

চট্টগ্রামে ঈদের আগে তৈরি পোশাক কারখানার শ্রমিকদের যেকোনো ধরনের অস্থিরতা ও অসন্তোষ এড়াতে ১৬ এপ্রিল বা ২৪ রমজানের মধ্যে বোনাস ও বেতন পরিশোধ করতে কারখানা মালিকদের প্রতি আহ্বান জানিয়েছে চট্টগ্রাম শিল্প পুলিশ-৩।
ইতোমধ্যে বেতন ও বকেয়া পরিশোধ করতে বাংলাদেশ গার্মেন্টস ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশন (বিজিএমইএ) ও বাংলাদেশ নিটওয়্যার ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশনের (বিকেএমইএ) সদস্যদের চিঠি পাঠিয়েছে শিল্প পুলিশ।
পুলিশ সূত্রে জানা গেছে, বিষয়টি নিয়ে আলোচনার জন্য আজ বুধবার চট্টগ্রাম বিজিএমইএ কার্যালয়ে একটি বৈঠকের কথা আছে।
শিল্প পুলিশ, কলকারখানা ও স্থাপনা পরিদর্শন অধিদপ্তরের তথ্য অনুযায়ী, চট্টগ্রামে আরএমজি (পোশাক), নন-আরএমজিসহ ১ হাজার ৪৮০টি কারখানায় ৪ লাখ ৯৪ হাজার ৫৮১ জন শ্রমিক কাজ করছেন। ১ হাজার ৪৮০টি কারখানার মধ্যে ৭৮০টি পোশাক কারখানা সিইপিজেড, কেইপিজেড, কর্ণফুলী ইপিজেড ও শহরের অন্যান্য অংশে অবস্থিত।
চট্টগ্রাম শিল্প পুলিশ-৩-এর পুলিশ সুপার মোহাম্মদ সোলায়মান দ্য ডেইলি স্টারকে বলেন, ‘আমরা পোশাক কারখানার মালিকদের ১৬ এপ্রিলের মধ্যে বকেয়া, বেতন ও ঈদ বোনাস পরিশোধ করতে চিঠি দিয়েছি। যারা এই তারিখে পারবেন না তাদের অবশ্যই ২০ এপ্রিলের মধ্যে পরিশোধের নির্দেশনা দেওয়া হয়েছে।’
তিনি আরও বলেন, ‘আমরা প্রায় ৬৭-৭০টি পোশাক কারখানার ওপর নজরদারি করেছি, যেগুলোর অতীতে বেতন ও বোনাস নিয়ে ঈদের আগে শ্রমিক অসন্তোষের রেকর্ড আছে। বিষয়টি নিয়ে আলোচনার জন্য আমরা সবাই মিলে একটি বৈঠকের ব্যবস্থা করেছি।’
বিজিএমইএ ও বিকেএমইএ নেতারা বলেছেন, দেশে ডলার সংকট, বিশ্বব্যাপী অর্থনৈতিক অস্থিরতা ও রাশিয়া-ইউক্রেন যুদ্ধের কারণে দেশের পোশাক কারখানার কার্যাদেশ উল্লেখযোগ্যভাবে কমিয়েছে বায়াররা।
এ অবস্থায় ছোট কারখানাগুলোর পক্ষে ঈদের আগে শ্রমিকদের সব দাবি পূরণ করা সম্ভব নাও হতে পারে বলে আশঙ্কা করছেন তারা।
বিজিএমইএ’র প্রথম সহ-সভাপতি সৈয়দ নজরুল ইসলাম দ্য ডেইলি স্টারকে বলেন, ‘বৈশ্বিক সংকট কিছু প্রতিষ্ঠানকে ঝুঁকিপূর্ণ অবস্থায় ফেলেছে। আমরা পুলিশের সঙ্গে কথা বলব ও তাদের দেওয়া তালিকার মাধ্যমে অনুসন্ধান করব। যেন যেকোনো সমস্যা মোকাবিলায় যৌথভাবে কাজ করতে পারি।’
তিনি আরও বলেন, ‘কখনো কখনো তৃতীয় পক্ষ শ্রমিকদের উসকে দিয়ে ঘোলা পানিতে মাছ শিকারের চেষ্টা করে। আমাদের নিজস্ব অনুসন্ধানে ৪-৬টি কারখানার সমস্যা চোখে পড়েছে।’
নাম প্রকাশে অনিচ্ছুক শিল্প পুলিশ চট্টগ্রামের এক কর্মকর্তা বলেন, ‘শ্রমিকরা বেতনের জন্য রাস্তায় নামলে আমরা সময়মতো মালিকদের খুঁজে পাই না। এ বছর আমরা কোনো ঝুঁকি নিতে চাই না। ২০ এপ্রিল হলো শেষ কর্মদিবস, তাই আমরা মালিকদের বেতনের পাশাপাশি ঈদ বোনাস এই তারিখের মধ্যে দিতে বলেছি। আবার আগে বোনাস দিলে অনেক শ্রমিক ছুটিতে চলে যান কিংবা কাজে আসে না, তাই মালিকরাও আগে বোনাস দিতে আগ্রহী থাকেন না।’
জানতে চাইলে শিল্প পুলিশ-৩-এর অতিরিক্ত পুলিশ সুপার (প্রশাসন) নাদিরা নূর বলেন, ‘আমাদের পুলিশ কর্মকর্তারা কারখানার মালিক ও শ্রমিকদের সঙ্গে সরাসরি গিয়ে কথা বলছেন। এছাড়া, শ্রমিকদের চাহিদা জেনে তাদেরও কাউন্সিলিং করা হচ্ছে। আশা করি এ বছর ঈদের আগে চট্টগ্রামে পোশাক খাতে কোনো অস্থিরতা থাকবে না।’
ঢাকা শহরে শিল্প পুলিশ ইউনিট চায় বিজিএমইএ
রাজধানীর পোশাক কারখানায় নিরবচ্ছিন্ন উৎপাদন নিশ্চিত করতে এবং আইনশৃঙ্খলা রক্ষায় সহায়তা করতে ঢাকা মেট্রোপলিটন এলাকায় একটি শিল্প পুলিশ ইউনিট গঠনের জন্য সরকারের প্রতি আহ্বান জানিয়েছে বাংলাদেশ গার্মেন্টস ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশন (বিজিএমইএ)।
রোববার বিজিএমইএ’র ভারপ্রাপ্ত সভাপতি সৈয়দ নজরুল ইসলামের নেতৃত্বে একটি প্রতিনিধি দল স্বরাষ্ট্রমন্ত্রী আসাদুজ্জামান খানের সঙ্গে তার কার্যালয়ে সাক্ষাৎকালে এ আহ্বান জানান।
বর্তমানে সারা দেশে আটটি শিল্প পুলিশ ইউনিট রয়েছে। কিন্তু, এগুলোর কোনোটিই রাজধানীতে নেই, যদিও শিল্প পুলিশের সদর দপ্তর রাজধানীর উত্তরায় অবস্থিত। উত্তরখান, দক্ষিণখান, মিরপুর, মালিবাগ, রামপুরা, বাড্ডাসহ রাজধানীর বেশ কয়েকটি এলাকায় পোশাক কারখানা চলছে, জাতীয় অর্থনীতির জন্য গুরুত্বপূর্ণ বিবেচিত এসব স্থানে আইনশৃঙ্খলা রক্ষায় কোনো বিশেষ বাহিনী নেই বলে ব্যবসায়ী প্রতিনিধিদল জানিয়েছে।
প্রতিনিধি দলে ছিলেন বিজিএমইএর সিনিয়র সহ-সভাপতি এস এম মান্নান, সহ-সভাপতি মোঃ নাসির উদ্দিন এবং বাংলাদেশ নিটওয়্যার ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশনের নির্বাহী সভাপতি মোহাম্মদ হাতেম।
বৈঠকে পুলিশের মহাপরিদর্শক চৌধুরী আবদুল্লাহ আল-মামুন, ঢাকা মেট্রোপলিটন পুলিশ কমিশনার খন্দকার গোলাম ফারুক, শিল্প পুলিশ প্রধান ও অতিরিক্ত মহাপরিদর্শক মাহাবুবর রহমানসহ বাংলাদেশ পুলিশ ও স্বরাষ্ট্র মন্ত্রণালয়ের ঊর্ধ্বতন কর্মকর্তারা উপস্থিত ছিলেন।
আসন্ন ঈদুল ফিতরের ছুটিতে পোশাক শ্রমিকরা যাতে নিরাপদে বাড়ি যেতে পারে সেজন্য প্রয়োজনীয় পদক্ষেপ নিতে স্বরাষ্ট্রমন্ত্রীর প্রতি আহ্বান জানান সমিতির নেতারা।
স্বরাষ্ট্রমন্ত্রী পুলিশের মহাপরিদর্শককে অবিলম্বে একটি শিল্প পুলিশ ইউনিটের দাবি খতিয়ে দেখতে নির্দেশ দেন এবং রপ্তানি খাতকে পূর্ণাঙ্গ সহযোগিতার আশ্বাস দেন।
BGMEA wants industrial police unit in Dhaka city
The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) has urged the government to establish an industrial police unit in the Dhaka metropolitan area to help maintain law and order and ensure an uninterrupted production in garment factories in the capital.
A delegation of the BGMEA, led by its acting president Syed Nazrul Islam, made the appeal during a meeting with Home Minister Asaduzzaman Khan at his office on Sunday.
At present, there are eight industrial police units across the country. But, none of them is in the capital city, although the Industrial Police headquarters is located in the capital’s Uttara. Garment factories are running in a number of areas in the capital including Uttarkhan, Dakshinkhan, Mirpur, Malibagh, Rampura, and Badda, with no specialised force to preserve law and order in these places considered important for the national economy, the business delegation said.
The delegation included BGMEA Senior Vice President SM Mannan, Vice President Md Nasir Uddin, and Bangladesh Knitwear Manufacturers and Exporters Association executive President Mohammad Hatem.
Inspector General of Police Chowdhury Abdullah Al-Mamun, Dhaka Metropolitan Police Commissioner Khandker Golam Faruq, Industrial Police Chief and Additional Inspector General Mahabubor Rahman, and other senior officials of Bangladesh Police and the home ministry were also present at the meeting.
The association leaders urged the home minister to take necessary steps so that the garment workers can go home safely during the upcoming Eid-ul-Fitr holidays.
The home minister directed the inspector general of police to immediately look into the demand for an industrial police unit and assured the export sector of full-fledged cooperation.
বাংলাদেশের পোশাক রপ্তানি ২০২২ সালে ইইউতে ৩৫.৬৯% বৃদ্ধি পেয়েছে
ইইউ ২০২২ সালে বাংলাদেশ থেকে ২২.৮৯ বিলিয়ন মার্কিন ডলার মূল্যের পোশাক আমদানি করেছে।
বাংলাদেশ থেকে ইউরোপীয় ইউনিয়নে (ইইউ) পোশাক আমদানি ২০২১ সালের তুলনায় ২০২২ সালে ৩৫.৬৯% বৃদ্ধি পেয়েছে।
EU-এর প্রতিষ্ঠানগুলিকে পরিসংখ্যানগত তথ্য প্রদানকারী ইউরোস্ট্যাটের পরিসংখ্যান অনুসারে, একই সময়ে বিশ্বের বাকি অংশ থেকে EU-এর আমদানি 20.97% বৃদ্ধি পেয়েছে।
2022 সালে ইইউ বাংলাদেশ থেকে 22.89 বিলিয়ন মার্কিন ডলার মূল্যের পোশাক আমদানি করেছে।
ইউরোপীয় ইউনিয়নের মোট আরএমজি আমদানির 22.20% শেয়ারের সাথে, বাংলাদেশ ইইউর জন্য দ্বিতীয় বৃহত্তম পোশাক আমদানির উত্স হিসাবে রয়ে গেছে।
অন্যদিকে, শীর্ষ সোর্সিং দেশ চীন থেকে ইউরোপীয় ইউনিয়নের আমদানি বছরে 17.01% বৃদ্ধি পেয়েছে।
2022 সালে চীন থেকে ইউরোপীয় ইউনিয়নের আমদানি 30.14 বিলিয়ন মার্কিন ডলারে পৌঁছেছে।
অন্যদিকে, তুরস্ক থেকে ইউরোপীয় ইউনিয়নের আমদানি, ইউরোপীয় ইউনিয়নের জন্য তৃতীয় বৃহত্তম পোশাক আমদানির উৎস, বছরে 10.09% বৃদ্ধি পেয়েছে এবং US$11.98 বিলিয়ন ডলারে পৌঁছেছে।
ভারত ও ভিয়েতনাম থেকে ইউরোপীয় ইউনিয়নের আমদানি 21.02% এবং 35% বৃদ্ধি পেয়েছে।
শ্রমিকদের ঈদ বোনাস ও বেতন দিতে ১,৫০০ কোটি টাকা সরকারি সহায়তা চায় বিকেএমইএ
বাংলাদেশ নিটওয়্যার ম্যানুফ্যাকচারার্স অ্যান্ড এক্সপোর্টার্স অ্যাসোসিয়েশন (বিকেএমইএ) ঈদ-উল-ফিতরের আগে শ্রমিকদের বোনাস ও বেতন পরিশোধে সরকারের কাছে ১,৫০০ কোটি টাকা সহায়তা চায়।
নিটওয়্যার কারখানা মালিক সমিতির দাবি, আর্থিক সহায়তা না দিলে ঈদের আগে শ্রমিকদের অতিরিক্ত বেতন দেওয়ায় রপ্তানিমুখী খাত মারাত্মক সংকটে পড়তে পারে।
বিকেএমইএ অর্থ মন্ত্রণালয়ের অধীনে অর্থ বিভাগের সিনিয়র সচিবের কাছে আর্থিক সহায়তা সংক্রান্ত চিঠি পাঠিয়েছে।
গত ৩০ মার্চ বিকেএমইএ সভাপতি একেএম সেলিম ওসমান স্বাক্ষরিত ওই চিঠিতে সরকারের কাছে নগদ সহায়তার অনুরোধ জানানো হয়।
বিকেএমইএর নির্বাহী ভাইস প্রেসিডেন্ট মুহাম্মদ হাতেম আজ ইউএনবিকে বিষয়টি নিশ্চিত করেছেন।
চিঠিতে বলা হয়েছে, রাশিয়া-ইউক্রেন যুদ্ধের কারণে বৈশ্বিক অর্থনীতি বিরূপ পরিস্থিতিতে পড়েছে। টিকে থাকার এই সংগ্রামে বাংলাদেশের রপ্তানি খাতও একটি চ্যালেঞ্জিং সময় পার করছে।
চলমান বৈশ্বিক মন্দার কারণে, বেশিরভাগ কারখানার পর্যাপ্ত কাজের আদেশ নেই, তাই উৎপাদন 50-60% ক্ষমতাতে চলছে। বিকেএমইএ চিঠিতে উল্লেখ করেছে, মাস শেষে শ্রমিকদের বেতন পরিশোধ করা কঠিন হয়ে পড়েছে।
ইতিমধ্যে রপ্তানি করা পণ্যের জন্য আন্তর্জাতিক ক্রেতারাও তাদের বকেয়া সময়মতো পরিশোধ করছেন না। চিঠিতে আরও বলা হয়েছে, চলতি মাসে বেতন ও ঈদ বোনাস প্রদান নিয়ে ব্যাপক চাপ রয়েছে।
“এমন পরিস্থিতিতে, সরকার এবং অর্থ বিভাগের সহযোগিতা ছাড়া এই চাপ সামলানো খুব কঠিন হবে,” বিকেএমইএ বলেছে।
BKMEA wants Tk1,500cr govt assistance to pay workers’ Eid bonus, salaries
Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) wants Tk1,500 crore in assistance from the government to pay workers’ bonuses and salaries ahead of Eid-ul-Fitr.
The knitwear factory owners’ association claimed that the export-oriented sector may be in dire straits overpaying workers ahead of Eid if financial assistance is not provided.
BKMEA has sent a letter regarding financial assistance to the senior secretary at Finance Division, under the Ministry of Finance.
The letter, signed by BKMEA President AKM Salim Osman, on March 30 made a request to the government for cash assistance.
BKMEA Executive Vice President Muhammad Hatem confirmed the development to UNB today.
The letter stated that the global economy is in an adverse situation due to the Russia-Ukraine war. Bangladesh’s export sector is going through a challenging time during this struggle for survival as well.
Due to the ongoing global recession, most factories do not have enough work orders, so production is running at 50-60% capacity. It has become difficult to pay the workers’ salaries at the end of the month, BKMEA mentioned in the letter.
International buyers are also not paying their dues on time for the products already being exported. There is huge pressure regarding paying salaries and Eid bonus this month, the letter added.
“In such a situation, it will be very difficult to handle this pressure without the cooperation of the government and the finance department,” BKMEA said.
Envoy Textile to earn Tk176cr from new spinning unit
The new spinning unit, which got into commercial operation on 1 April, will add Tk176 crore to the annual turnover of Envoy Textiles Limited, according to the entrepreneur.
The manufacturer of 100% export-oriented denim fabric has an annual denim fabric production capacity of 52 million yards – about 10% of the country’s total capacity.
It has the world’s first platinum Leadership in Energy and Environmental Design (LEED) denim manufacturing facility certified by the United States Green Building Council.
The company said in its price-sensitive statement that the new project involving Tk176 crore has a production capacity of 4,200 tonnes per year.
It said due to the delay in machinery shipment amid the Russia-Ukraine war, it could not go into commercial operation as per the original deadline of July last year.
Talking to The Business Standard, Envoy Textiles founder Engineer Kutubuddin Ahmed said the new unit’s production capacity was initially estimated at about 3,600 tonne per annum, but “during piloting we have been able to increase it to 4,200 tonnes through increased efficiency”.
He said the new unit will produce blended yarn from poly and cotton fibers, whose market value would be $4 per KG of yarn.
Out of the total investment, the company has provided Tk56 crore from its retained earnings, and the rest came from banks.
Earlier, Kutubuddin Ahmed, who is a former president of the Bangladesh Garment Manufacturers and Exporters Association, had said the firm produces high-quality fabrics so that it does not need to do any marketing to sell them.
“The US-China trade tensions have also helped us expand our capacity to produce blended yarn that used to be imported from China,” he said.
“Currently, the government has put some non-tariff hassles on Chinese-origin products as the supply chain is more traceable to identify the origin of a product.”
Envoy Textiles was listed on the bourses in 2012 for business expansion. The firm raised a total of Tk90 crore with a Tk20 premium for each share.
From July to March 2022, the company made revenue of Tk889.24 crore, which was Tk605.70 crore in the same period of the previous year.
During the period, its net profit stood at Tk35.56 crore, which was Tk9.74 crore a year ago.
Its shares have traded on the floor at Tk43.90 since September last year on the Dhaka Stock Exchange.
